Graduates of Foreign Medical Schools - Outside North America

Foreign Graduates with Canadian Legal Status (Canadian Citizenship or Landed Immigrant) and who have obtained their M.D. degree outside of Canada or the U.S.A.
- Residency Programs
To access an entry level (PGY1) residency position in a designated specialty program, International Medical Graduates (IMG) must apply through CaRMS.
To access a residency position at the advanced level (PGY2 +), IMG candidates must apply directly to the CEHPEA program.
If admitted, all IMG residents must undergo an Assessment Verification Period (AVP) of twelve (12) weeks prior to the commencement of their residency program. Residents must also sign a Return of service agreement with the Ministry of Health.
- Repatriation Program
Medical graduates currently enrolled in a residency program in the USA or in international medical schools may qualify for the Ontario Ministry of Health and Long Term Care Repatriation program. This program is designed to attract medical graduates who have Canadian Citizenship or Landed Immigrant Status in Ontario to complete their residency program toward Royal College certification. The Ministry of Health and Long Term Care will fund approximately 6 months to 2 years of specialty training if the candidate agrees to sign a return of service commitment to an under-serviced area. Please review the terms of the Repatriation program. Anyone wishing to apply should submit the documents listed below to:

- letter of interest noting the Repatriation program and indicating the discipline of interest to be considered for

- copy of American Board admissibility for primary specialty examination or letter from current program director indicating the status of good standing
- copy of letter from the Royal College ruling on the application for assessment of training indicating the number of months (or years) required to qualify for specialty exam
- proof of Canadian Citizenship or Landed Immigrant status with the date of landing clearly indicated
- three (3) letters of recommendation

- Foreign Graduates without Canadian Legal Status
In order to train in Ontario, a foreign medical graduate must be officially sponsored by a funding source from their country of origin. Acceptable funding sources are strictly limited to government agencies or health related charitable organizations. Private or personal funds are neither acceptable nor permissible. The Sponsor must submit the candidates’ application to the Postgraduate Medical Education Office on-line. Before any applications can be sent to programs for consideration, the sponsor must sign a formal agreement with the University of Ottawa. The latter provides both parties with clear written arrangements for training residents and fellows at the University of Ottawa. By and large, the agreement stipulates that sponsors:
- agree to financially support their trainees to the completion of their residency or fellowship program
- agree to pay, for each of their trainees, the annual tuition fee of C$75,000 per year as well as provide them with a salary and benefits. The salary and benefits for residents must be equivalent to the PAIRO-CAHO Agreement (see www.pairo.org for the scale of remuneration).
- guarantee a position to their trainees once they return to their country of origin upon completion of training.
Since each agreement is valid for a period of three years, the University of Ottawa will be able to consider any sponsored applications for the duration of the agreement. Please note that signing the agreement does not guarantee that programs will offer a position to the applicants.
Fellows (only) may wish to be considered for a Hospital Sponsored Fellowship.- Residency Programs

There is a three-year limit of licensure for all clinical fellowships. Please note that a clinical fellowship does not lead to any type of Canadian certification.
If admitted, all foreign clinical fellows must undergo a Pre-Entry Assessment Program of eight (8) to twelve (12) weeks prior to the commencement of the fellowship program.
In order to avoid delays, all applications for fellowship programs should be submitted before September 30th for a July start date in the following year.
